Overview · October 2026

Data travels the road.
It never pools at the center.

X-Road is an open-source layer that lets organizations exchange data directly, in signed and timestamped messages, without collecting it in one place. Estonia has used it since 2001. In summer 2026, Gerege Systems stood up Mongolia's first X-Road instance, MN, and began running it on a national organizational CA.

Why this matters

Mongolia's bottleneck is architecture, not technology.

In February 2026, the minister of digital development said that “77% of services are digital, yet organizations still do not share data with each other.” A new centralized exchange layer asks organizations to hand their data to the center — so they don't. X-Road leaves data in its owners' hands and standardizes only the road it travels.

Estonia

25 years of experience

After the 1996 “super database” scandal, Estonia chose not to centralize data. The result is X-tee: more than 1,000 organizations and more than 4,500 data services.

Mongolia

Greenfield instance MN

Gerege Systems installed a Central Server and two Security Servers and connected them to the eID Mongolia organizational CA, OCSP and an RFC 3161 TSA. The first message made the trip on 2026-07-22.

KhUR

The current system

KhUR, the state data-exchange system, has run since 2018. It is a centralized ESB-style system built in-house by Mongolian engineers. It is not X-Road.
