03 · Estonia's X-tee

Ask once.
Never ask again.

In Estonia, a government agency will not ask citizens again for information the state already holds — the “once-only” principle. What makes this technically possible is X-tee, the national X-Road ecosystem. Since 2018, “X-Road” has been the name of the technology and “X-tee” the name of Estonia's ecosystem.

Estonian figures differ from source to source. The widely repeated factsheet numbers, “1,500 organizations / 600 million a year,” date from 2019. Nortal's analysis counted 3.87 billion requests over 182 days in the public logs (~21 million a day) — not an official RIA figure.

Results

What runs on X-tee

Most of the data flows behind the digital services citizens actually use pass through X-tee.

Population register

Banks, hospitals and schools get citizen data directly from the source registry, signed.

Taxes

Pre-filled tax returns — employer and bank data are pulled in over X-tee.

Health

E-prescriptions and doctors' notes move between registries. (Cross-border e-prescriptions are not X-Road but the EU's MyHealth@EU.)

Business register

Company records and ownership data sync automatically with other registries.

Link with Finland

The two countries' layers were connected on 2018-02-07. At the time, X-tee had ~1,000 organizations and Suomi.fi had 81.

Working time

2017: 820+ years saved per year (from a 5% sample); 2020: 1,100+ years. Figures vary by source.

Law

Anchor it in regulation

A legal basis that makes the layer mandatory, with the operator's rights and duties spelled out. It makes the system survive changes of government.

Registry

A RIHA-style catalogue

Record in one place which systems, data and services exist. Before connecting, Ukraine audited 573 systems.

Fees

Make the layer free

Member organizations bear the costs, while the benefits accrue nationally. So the layer itself is free, and hosting is optional.
